he believes the Hong Kong level for the

Education staff is fully maintained.

In two

respects, however, he makes recommendations

which will go some way to please the

petitioners; first, that the post of Headmaster

of the Central British School should be lifted

to super-scale status, and secondly, that the

non-pensionable allowance which it was proposed

to attach to the post of Senior Master should

be abandoned in favour of a special fixed

pensionable salary of £1,000 per annum. In

paragraph 5 of No. 5 the Governor mentions

certain consequential modifications which will

be necessary in relation to the allowances

payable to serving officers on promotion to

Senior Master in order to conform with this new

recommendation of a fixed pensionable salary.

He adds that a similar concession will have to

be made to European mistresses (a fixed salary

of £740 for the post of Senior Mistress) and to

certain officers in the Legal Service ( a fixed

salary of £1,250 to be given to the Land Officer

and the Registrar).

Subject to the observations of Mr. Mayhew

and the C.S.D. I think there is no reason to

decline to accept the Governor's view on this

petition and the Secretary of State should reply

to No. 5, therefore, asking that the petitioners

may be informed that the Secretary of State has

received and considered their representations in

consultation with the Governor; that the

Secretary of State has approved the two

recommendations
